wrong scale

I have three maps I want to put on one layout. I have the data displayed in graduated symbols and each map is at a scale of 1:45,000. When I fit all three maps onto the layout I have to change the scale for all three to 1:95,000 to see them in full, but when I do this the graduated symbols don't correspond to the legend anymore they get very tiny when I change the scale to zoom out further. I have already created a three map layout for another map and did not have this problem, the symbols still correspond with the legend when the map is zoomed out. Is it possible the second time im doing this, I copied the legend, scale, and north arrow onto the layout from the prior layout I created. Could that be the probelm?

I think when you copy/paste between layouts, you have to paste into the same zoom level or percentage (i.e. at 75% percent > copy > go to new layout > make sure it's also at 75% > paste), that you copied from, or the text/symbol sizes change accordingly.  


I don't quite understand your scenario above, but maybe this helps.
