Place for publishing an article about OpenGIS?

Hello!
 
Can anyone suggest good place for publishing an article about using open source GIS (QGIS & PostGIS) in big scale geodata-project?
 
We completed quite big project with the team of more than 50 people and would like to share our experience with public.
I would appreciate your help in finding right place for publication.

What kind of audience do you want to reach? There's a few geo magazines in Europe that seem to be well regarded (Geo Informatics and GIM).

I would like to interest people who might want to get practical experience in vectorisation of remote sensing data and quality control (all production stage). Hans, thank you!

In that case, you may want to consider posting it online as a blog. Seems to me you want to reach the people who are actually doing the work, rather than their managers (who would be reading magazines). That's a gross generalisation of course but it may be something to keep in mind.
