Can these maps (jpeg) be read by a GIS software?

Thank you so much for your reply, Rudy. That's exactly what I wanted to know. I'm very new at GIS and don't know what kind of images can be geo-referenced. I assumed not any map can be.

Anything with a graticule already on it is a vey good candidate for georeferencing. But you can georef almost any map image even ones that are not originally drawn to any particular scale or projection.

Could anyone please help me know if any of these two maps (see links below) can be "understood" by GIS software programs (don´t know how to use the terminology, maybe whether they are "GIS compatible"...)? The red and pink areas respectively represent flooded areas. I have a shape file with GPS data (giving position for a couple of households) and I want to see which GPS points lie within the flooded areas. Is this possible to do using any of these maps?

it is very easy to do this ,
download this images and georeferenced them using mapinfo and arcgis .
