I want to digitize boundaries from scans of old maps, not for direct input in a GIS program like ArcSoft or QGIS but as a numeric list for further processing to permit multiple uses. Packages for such purposes used to be ten to the penny but the best I've turned up so far are two rather ancient Windows programs, Engauge and WinDig. Before I start trying to solve their compatibility problems I wonder whether anyone has other suggestions to offer.

You can easily convert from raster to vector with WinTopo(freeware).

Though you will have to edit the final vectors in a vector editing program like Inkscape.

I don't think you get many (or any...) editing tools with the free version of WinTopo but it converts rasters to vector very well.

Thanks. For the difference in price I think I can do without the editing tools – it really is something I expect to make important but limited use of.
