National Land Survey of Finland has released its database of topographic data for free use. The data includes various elevation models and orthographic photographs but also very detailed laser scanning data. The data can be used for public and commercial purposes alike. The data is in ETRS-TM35FIN system.

The most recent LIDAR data coverage map can be seen behind this link. I am glad to notice they have even scanned my namesake village up in the Northern Lapland! Based on the data available by the end of this year, I would estimate that the area scanned by far covers around 80 % of the population. I have not seen any detailed plans for the following years but it might be that they move from scanning population centres to scanning forested areas since they have had a lot of good experiences of using the data for forestry purposes.
