Assuming you work in Arc:

You can design symbols in a vector package (I know Illustrator can do this, maybe Inkscape as well) and save them as EMF or WMF files, then import them into Arc.

the rumor is at 10.1 arc will support png for markers

rumor confirmed

Besides the exisiting support for bmp and emf files 10.1 adds support for png, jpeg/jpg, and gif files for picture marker symbols.

It would be easier if we knew the GIS software you are using. Just in case if you are using QGIS you would need to create a SVG marker
