Maybe. It depends on what software you are using. Also keep in mind that if you make it shorter, you may lose data.

If its esri arcmap, mapinfo, autodesk map yes you can i think..

It's not possible to change the parameters of existing attributes in ArcMap. If you want to do so, you will have to create new attribute with desired values, copy all the data and remove the old one.
Addons like ET GeoWizard have some tools make that kind of task easier but still they use the basic concept create new-copy data-delete old.
Still there is a way to manipulate tables if your data is in shp files. You can edit the dbf with software like DBF Explorer. Be extra careful when you do that, because you may loose your data.
