A project like that is almost impossible to estimate timelines and prices without a much better understanding of the following things:
1. Geographic boundary for the design (North, South, East, West)
.2. A good idea of the amount of street/building detail which needs to be depicted within said design. i.e. are you talking 20 buildings/sponsors and only major streets, or 200/2,000 buildings, every little "Lane," "Court," and cul de sac, and 50-100+ sponsors who need to be referenced somewhere in the design?
3. A good idea of the amount of "other" detail (people, animals, vehicles, etc.)
that you will want to see included in the illustration.4. Final desired print dimensions for the piece. Or if it is primarily going to be something for on-screen display, the ratio of width to height that needs to be used.
5. Quality of reference materials. The more time an illustrator needs to spend making phone calls or tracking down photos, the more expensive the project is going to become. And/or the more crabby the illustrator will become.

If your answer to the reference question is
"visit Google," there's a good chance the project wouldn't end well for one/both parties.
Anyone worth their weight isn't going to be able to bid on a project of the nature you've described unless they have good information for the items listed above. Our firm gets 4-5 of these type of project leads per-week...most of the time from people thinking hundreds of dollars vs. thousands, who haven't given #s 1-5 (above) a lot of consideration. Makes the process of bidding almost a waste of everyone's time. But if we had good answers to the above items and realistic timelines/budgets, I might offer up the following links on our own website:
