This is probably a really obvious question, but what I need is something that will read a geodata file (ESRI shape format in particular), and will allow me to select from it either by latitude-longitude range, or using a logical expression within an attribute field. It would then allow me to re-export the resulting, culled file as a (much smaller) file.
Is there a Mac utility out there that does this?

OGR2OGR, a command-line tool using the GDAL library, can do this type of queries (and much more).
The documentation : http://www.gdal.org/ogr2ogr.html (check the -spat and -SQL parameters).
