hiring ArcGIS programmer

Final product: an ArcGIS (v. 10) extension which will calculate potentially inundated areas. Assume the user has ArcGIS and the ArcHydro and Spatial Analyst extensions. The objective, for example, would be map the areas flooded if a stream/river was running at 2m above "normal" levels.

Data inputs:
1. a filled DEM
2. a raster streams layer created from the DEM (so it is hydrologically correct). ArcHydro will do this well.
3. a flowdirection layer (ArcHydro again)
4. height above stream level for the flood (xx) - user input.
5. the neighborhood to be searched (the user could input anything from a 3x3 window to a 100x100 window - or larger, a user input)
Thus, for every stream pixel, a query could be designed which identifies every pixel which is less than xx meters/feet (depending on the DEM units) above the elevation of the stream pixel AND is connected to that stream pixel via flowdirection within the search neighborhood.
