What exactly is the issue? Are you unable to export or are you have undesirable results after export?
Not sure about 9.1 but for 9.3 and 10 there are a few issues regarding PDF exports from Arc that you should be aware of. First is that Arc only exports what's on screen, not an entire dataset, but as your exporting the layout thats what you want. Second, even when exporting all vectors Arc uses a DPI setting to establish the line resolution such that a low DPI setting and complex lines may result in a blocky looking PDF, always set your output DPI to something very high like 1400 DPI or more (unless you are exporting rasters than use the DPI as normal). Third, Arc will convert the entire map layout to raster if any one of the layers incorporated is a raster or if any single object on the map uses a transparency. This can result in some unwanted results in the PDF and larger files sizes than anticipated.
