Import AutoCAD contours in Surfer

- export your contours as dxf
- download a free app called "DXF to XYZ"
- 'Points' should be checked in the 'Entities' dialog
- save as xyz file
- in Surfer, choose Grid | Data.
- choose "all files", specify the xyz file, and click Open
It's been a while since I've done this, but it worked at the time (2-3 years ago). Good luck!

But do you know how to define the boundary of an irregular area, where the site is located. I want to see only this specific area in 3D.

If you mean define it in AutoCAD -- can't help you; I never use it (only VectorWorks). If you mean Surfer, you could try their online support -- they reply very quickly.
