using geodatabase with ArcMap 9.1

Increasingly, downloadable data from local government sources is in geodatabase format, but I only have ArcMap 9.1. Is there any sort of inexpensive converter software that would let me get the dataset into ArcMap?

I know FWTools can do this with the OGR2OGR.

converting an esri geodatabase to an esri shapefile
example syntax:
"ogr2ogr out_shp my_pgdb.mdb

The output is a new folder called 'out_shp' containing shapefiles for
each corresponding feature class."



Any other open source solutions out there? haven't looked to see if QGis can do this (I know they can read GDB) and ESRI just released their GDB API so open source will have enhanced GDB functionality in the near future.
