Does anyone know of a better resource for obtaining GIS basemap data for Europe besides the GIS data depot? I am mostly looking for roads and more detailed administrative boundaries.

Bruce,

If you want free data, DCW (Digital Chart Of The World) and deriviates such as VMAP are the only thing available. For more detailed data, you often have to pay (lots).

For roads and admin boundaries, I can recommend Tele Atlas, but their pricing model isn't very suited towards small mapping projects.

Done. I've added a link to Tele Atlas in the World Data Resources section. As for the DCW data, that can be obtained from various sources, including the GIS Data Depot. I got my VMAP set on cd-rom through Stanfords in London.
