Easy shading technique using Illustrator

While working on a recent project, I needed to set off several regions of Victoria, Australia into separate athletic regions. Each region was made up of several smaller units (think counties and states). I wanted a graduated shadow edge around the entire region, but not around the perimeter of the component units. I also wanted it to be scalable (thus ruling out some easy Photoshop solutions). Playing around in Illustrator led me to this technique; accomplished AI users probably already can do this, but others may find it useful. Here's the final effect:
