CIT raster editing

I have received a raster dataset in the '.cit' format which is 'Intergraph CCITT Group 4'. I read in the ESRI software that this data type is Read Only.

The client is looking to 'clean up' the raster (the file is a schematic drawing scan) and I dont know what the procedure for doing so is. What sort of software can I edit the raster and still keep it in cit format?

There is a good chance that I can get a licence for Intergraph Microstaion.

CIT is Intergraph's raster format - I'm pretty sure it's a proprietary format and you'll need Intergraph software to manipulate it.
