Good list! But I didn't see Imhof on there anywhere? It's not a very modern text but still fairly relevant I think. I haven't read "Beautiful Evidence" yet, but I did read Tufte's first three books and I'd include "The Visual Display of Quantitative Information" in your list for design. His website is also a pretty good reasource, lots of good discussions on topics that are at least partially relevant to cartographic design work.
The new GIS stack exchange might be a place to submit a cartowiki. I think they have wiki pages there, and we GISers could always use tips on producing better maps IMHO.Sometimes I think a cartowiki would be handy for compiling resources like this amongst the community.

The only hole that jumped out to me was the lack of Jacques Bertin's Semiology of Graphics. I find it quite foundational with respect to graphic theory and a reprint should be released very soon.
I was fortunate enough to pick-up the Wisconsin Press re-print awhile ago, but just saw that you can pre-order a version via Amazon for a great deal.
