On the one hand, kinda cute. On the other... this is Southern Sudan. Maybe unsexy little trivialities like food, housing, communication, transportation, all those nasty little infrastructure things that might help alleviate poverty should be dealt with first.
This is like the king building a gold-plated palace on the hill to give the serfs something to look at while their starving to death. Except mere mere surface-bound peasants will never get to see it.
