I've done this kind of thing with a programm called html-imagemapper:

This is not for free however. Otherwise you could create an imagemap yourself using for instance Dreamweaver.

Hello!
Give the free opensource QuantumGIS (http://www.qgis.org/) a try and use the htmlimagemap- plugin (update from within qgis to the latest version, which is 0.41).

If you have Adobe Illustrator and MAPublisher, you can do it very easily. The tool is called "MAP Web Author". This is very simple especially when you have all the url information in the attribute table...

You can make a nice little flash map with Adobe Illustrator and MAPublisher like kay mentioned above, but ultimately the cheapest way would be to probably create a simple web page with an image map with either/and HTML, CSS, or JS. I also can't see the attached image, so if its a lot of points, my method probably would be a lot of work.

Like jerseysbest says, you could make a "hotspot" on the image so that a new page can be opened when the viewer clicks the hot spot. I think this is another symbol approach
But if you have a lot of points and each of the points has a different url to open, then I would suggest MAP Web Author tool

If you have access to Acrobat Pro you can export the Arc map as a PDF, open it in Acrobat Pro and place your own linked hot spots.
