EuroNet Consulting are looking for 2
cartographic/GIS experts to prepare a
specification for procurement tenders relating to
the GIS mapping hardware/software requirements
for the Nigeria Census 2006.

They require 2 experts to travel to Nigeria
initially for 2 weeks starting 21 November 2005

EURONET CONSULTING is one of the companies
assigned by the European Commission to provide
management services to the EuropeAid Framework
Contracts dealing with Rural Development and Food
Safety (Drawing up terms of references and
evaluation of tenders) (Lot 1) and Development of
the Social Sector (Lot 8).

We have received a mission proposal for Nigeria
named Provide the delagation of the European
Commission in Nigeria with expertise for the
procurement of IT supplies and related services
for the census 2005 in NIGERIA

For which we need:

Ø Number of requested experts per category and
number of man-days per expert:
2 Category II experts, for 75 days each

Assignment 1: ca. 17 days Nigeria, 30 days at home base
Assignment 2: ca. 28 days Nigeria

Ø Profile required (education, experience,
references and category as appropriate
The experts shall as a team fulfil the following criteria:

· BA/BSc in Information Technology,
Computer Science, Information Systems,
GIS/Cartography or other relevant discipline;
· At least 10 years of relevant professional experience;
· Experience in user needs assessments;
· Experience in the drafting of technical
specifications for similar projects;
· Experience as DBA, GIS, and Cartography;
· Experience in the evaluation of tenders;
· Experience in the planning and
management of the IT component of a national
census or equivalent operation in challenging
technical environment;
· Experience in tendering and management
of large IT contracts (knowledge of EDF
procedures is an advantage);
· Familiarity with European Commission
supply tender dossiers and EDF procurement rules
is an advantage;
· Experience in developing and managing
successful IT solutions in developing countries;
· Creative ability to identify practical
solutions to challenging IT projects;
· Familiarity with international
standards and methods regarding census taking, as
defined by the United Nations;
· Highly developed interpersonal skills
to constructively interact with stakeholders at
all levels;
· Ability to effectively explain complex
technical concepts to non-technical counterparts;
· Excellent verbal and written communication skills;
· Excellent English language skills;
· Proven ability to work under tight schedule;
· Experience with work / travel in difficult conditions.
