Hi,
When I set up my ArcMap layout such as 1:24,000 in a 24 x 36 with all the layers I have set. I save them to a specific name such as Roads.mxd. When I open it at a another day, I see there is stanage movement in the Layout. You see the margain in place but the layers were zoom out in big. I am wondering if this is a bug ? I am using ArcMap 9.2 SP6.
Anyone out there have the same experience problem ? Please advice ?

Are you accidentally changing the scale using the zoom tool in the Map view before viewing switching to the layout view?

E.LeFevre,
No. the layout was in front of ArcMap when I open it. I could not click on the margin within the layout view.

I'm not sure I understand what you're asking. Could you maybe post a screenshot?

Did you try saving your 1:24 000 extents to a spatial bookmark? (View -> Bookmarks -> Create)

Not positive what you're asking either... but one possibility is: in your page/print setup, the box under Map Page Size > Use Printer Paper Settings should never be checked. That is a recipe for an unstable layout, in my experience.
