You can try these sources:
A dump of OpenStreetMap, in shapefile and other formats: http://downloads.clo...ina#breadcrumbs
A file called demos.tar.gz located here: http://mapa.buenosai...nSoftLibre.html
The file in the last link contains a Polygon shapefile with the 48 neighborhoods. It's likely that the licensing here is prohibitive though, so check it out first. They sell maps but they don't allow commercial redistribution.

Those sources are the most complete, otherwise you would need to go to the private sector. Mapping in Argentina is very limited unfortunately.

Thanks Victor. That second link had exactly what I needed. Do you happen to know what coordinate system/projection this is in?
