Hello!
I want to calculate the mean value of a raster by a vector file.
I have a vector file (containing cells of 250*250 meters each) and I want to find the mean value of the raster by vector specifications. Those values I want to be "connected" to the cells from the vector file.
I've tried through ESRI ArcToolbox with Hawth Tools but the result is general returning the general value of the raster.
Hawth tools returns only some of the results, but not the whole one.
Any ideas?

I'd try this in FME. Turn the raster cells into points or areas, then a simple overlay with the vector cells and some list math to get mean values.

If you have the spatial analyst extension. The zonal statistics is what you would be looking for. Of course lining up a vector polygon file with a raster cell file will be a accuracy problem. You'll have to look into the ESRI help and see how they handle a cell that crosses multiple boundaries.
