Weight Ranking in Maplex for ArcGIS

I've been struggling to understand Weight Ranking for
Polygon Boundary Weight in Maplex. I would expect a setting of 1000 to keep
labels from falling on a polygon boundary. The ESRI technical paper
on Maplex at

states that, "... 1000 designates that the feature should never by
overlapped" (page 13). This isn't the case in my maps; I set
Polygon Boundary Weight to 1000, and labels still overlap it. I've
attached an image of my Weight Ranking settings, and the boundary
that is overlapped.

Is there another setting I'm missing?

If you've set a polygon boundary weight to 1000, nothing should overlap it. The only exceptions I can think of is if the street labels are pre-existing anno that was generated before you set the boundary weight, or if they have the Never Remove setting on.

If you don't have Never Remove on for the street features, then this is probably a bug and you need to submit it to Tech Support with a sample of your data so we can figure out what's going on.

Thank you Jon. The street labels are not pre-existing anno, and the never remove setting is not on. I've submitted to tech support with a sample of the data.

Are there any detailed resources available on the settings in Maplex and how they interact? I've read through most of the resources I could find via Google searches, and talked to the Maplex guys at the UC. I'm proficient with Maplex, but I'm sure there are some finer points I'm missing.
