I am looking for an automatic way of 'connecting' polygon to the nearest polyline. I am using ArcGIS. To make it clear, I want to 'connect' buildings to the nearest sewer/pipe , so when i click in any pipeline I want to have information about the buidings which are contributing to the flow in that pipe, i.e..all upstream buidings...any help?

You want the Spatial Join tool. My guess is you'll want the 1:M option where you have many pipes per building.

Another option that's worth considering is FME's NeighborFinder and perhaps some of its new network analasys tools.
