Trouble with ESRI's map services

I am running ArcGIS 9.3.1 and I am having trouble viewing/plotting/exporting a map service in layout view without it coming out blurry. It looks/plots/exports fine when done in data view. Specifically the US topo map service from ERSI's resource page and the Virginia Base Mapping Imagery (VBMP) with which we have a trial subscription.

I've attached a small example of what I'm talking about. Its a layout view export as a jpeg. The imagery is 1 ft resolution and at 100% its being viewed at a scale of 1" = 500'

I've attached an example of the same area using in house imagery that we purchased last year. Its 0.5 M resolution.

On a hunch, I would try if the JPG compression isn't set too high.

What format do you export to? Directly to JEPG? And which settings do you use in the export dialog?

Sorry it took a few days to get back to you. I didn't have a chance to look over the weekend. So to answer your question, this is straight out of ArcMap...(Same for both images) File - Export - JPEG - 200 dpi - 24-bit true color - Max Image Quality. I exported both of the images exactly the same. So I'm wondering where the difference is coming from? If you look at the file sizes, the in-house imagery file size is much bigger too.
