It's a Perl script that renders shape files as SGVs for importing into packages like Illustrator and Inkscape. It runs from (very long) command lines. I haven't tried it yet, but I have tried shp2svg which is also mentioned on the page, this doesn't do a bad job and it prompts for the data it needs.
