do you mean S-57, the electronical navigational chart format? Or something else?
If that's the case, then you have a lot of work ahead! It is a vector format, so do you plan on digitizing your jpg and geoTIFF?
This format is very complicated to create because there are a lot of rules to follow, do you need to create a finalized S-57 file for navigation or just create a vector file not validated (there's a long list of validation to apply on the attribute and topology of these files)?
In that case, you can use:
- CARIS S-57 composer (www.caris.com) - that's the most used software. Or HPD product, but it's a huge database, probably not worth it for a couple of files.
- SevenCs software.
- dKart editor.
- ESRI Arc Desktop PLTS nautical extension (http://www.esri.com/...s/nautical.html)
If you need to create a BSB (raster nautical chart format for North America), I think you can do it in Microstation, maybe the ESRI PLTS does it.
I'd be curious to know more on what you're up to!

I'll have to convert a bunch of jpg and geotiff in S-57. I have Global Mapper which can read them, but not export in that format.

I'll have to convert a bunch of jpg and geotiff in S-57. I have Global Mapper which can read them, but not export in that format.
Apart from the fact you'll need to digitize features off of those jpgs/tiffs, you'll need software that can write to S-57 and you'll need to be familiar with the data model.
Check out SevenCs, they might be able to help you. I know they produced S-57 off of existing maps for a project I've been involved in a few years back.

As Hans said, you really need to know the data model and it is not a little job - even if you knew the format inside out, it's at least a couple of months job to digitize/attribute/validate!
I'm a complete rookie with nautical charts... a project manager ask me if we could convert bathymetric maps into S-57... Maybe she didn't know as well that S-57 was a vector format...
She didn't tell me much :S

Please let me know the source of bathy inputs.Then I can suggest you the process flow.
I am producing marine navigational charts since eight years both in digital data sets as well as data conversion for paper chars with combination of aerial photographs.
I am glad if I can use full for you.
