has anyone encountered any websites/papers/books giving some guidelines for cartographic design in google maps/earth and related services?
example: how do u pick good diverging scheme for semi transparent overlay? anything about symbolism of features?

Someone's already promoted my blog above (thanks). I think you're question is pretty advanced though, mostly I've discussed the low level problems that are currently common across the GeoWeb. Axis maps discussed transparency recently:

hope that helps, AFAIK there isn't much high level neoCartography disucssion going on out there.
