I am making a recycling map for Ohio and my data is not based on county but on Solid Waste Managament District. These are either represented by individual counties or joint counties. Does anyone know how I can go about combining counties in Arc so I can have to correct shapefile? I would much rather do this than trace them in illustrator.

If I understand correctly, it seems like you need the Dissolve tool. Look for it in ArcToolbox under Data Management tools.

Or if you want to do it on a case by case basis, and not based on a field, you could use the merge tool in the editor tool bar.
