The interactivity options already exist or could be quite easily implemented (country selection, zoom, time slider, switch from choropleth view to bubble map view, switch from 'percent of population' to 'number of residents'). The time consuming bit would be to actually import the map into Flash and assign instance names to all the districts. The StatPlanet interface can be customized quite a bit, but not to the extent that it would look like the NYTimes one.
