I found a way that is not too difficult. Under the layer properties-->symbology tab select Quantities then Graduated symbols like you normally would. Then all you need to do is use an ellipse template. You can either create an ellipse (.emf files work well in ArcGIS) and load it as a style (picture symbol) via the Style Manager or find a pre-made one in the Symbol Selector.Is there a way to create range rings that are ellipses instead of circles?
It's a little kludgy - but it does work.

I split this topic - I hope that is ok.
Jennastics - why would you want ellipses? Circles are one degree harder to compare than e.g. squares (or maybe half a degree!), ellipses would make it even harder for the eye...
