Spatial Extent

I shouldn't even need to be asking this, cause it seems so simple, but...

I am combining layers ala a suitability index. And my Spatial analyst-Options-extent and mask are set to the boundary here:

The extent is also set under Tools-options-Geoprocessing-Environment in Raster Analysis (mask) and General (extent).

However, when I combine a full study region grid (slope) like here:

With this:

I essentially get a suitability ranking looking like the latter image, but with different values. For example, I want the output to cover the whole boundary (like the slope image) and just have the second layer combine with the slope grid. However, it is not working.

Thanks for any help.

EDIT: Oh and I should add that setting the extent to union of inputs still results in an intersection of inputs. WHY!!!

One thing to check is the projections. If the inputs and data frames are all in different projections, it might cause a problem.

Other than that, I'm not sure.
