If you create a density map using Spatial Analyst in ArcMap, you could open it in ArcScene using your density as the base height and have a similar result.

I've done this one in 3 minutes (that's why it's so "crude") using a 2.5" population density grid.

You could probably use a TIN too.

Hi Longcreative - did you ever get any other responses regarding the 'spike' map? I would like to create a map similar to this and am exploring different software options.
