How to digitize neighbouring areas in Illustrator.
The answer is: not. You digitize the boundaries. Let's look at a very simple example:

Step 1: Draw 3 lines, enclosing 2 areas. Remember: it's the area's we're ultimately interested it. Make sure that the lines have overshoots.
Step 2: Select all your lines and in the Pathfinder palette, choose the option "split".
Step 3: Illustrator now builds your areas. When it's done, ungroup your selection and assign fill and stroke colors.
Note: if you use this together with MAPublisher, be advised that this *will* strip your MAPublisher attributes, so use it with caution.
