You need to have ArcGIS Spatial Analyst Extension and use Topo to raster tool, which is located under Spatial Analyst/Interpolation/Topo to raster in ArcToolbox.I want ti know

If you want to use topo sheets, you need to scan them, georeference them, vectorize the contours and create DEM
