Look for VMAP0 - data. They should be downloadable somewhere on the net.

Look for VMAP0 - data. They should be downloadable somewhere on the net.
Just take a closer look at the "newer" countries (like Montenegro). I'm not sure it's up-to-date. VMAP is always a good place to start and it's quite easy to reconstruct from first level administrative regions though if you need to add a new country to a map.
