With regard to cartographic symbol design, there is a new book out from the people who authored: Wayfinding, People, Signs and Architecture.
It is called
Wayfinding: PictograficSystems

A bit expensive at $150, but perhaps the library has a copy.... apparently they are coming out with a couple of other books on Pictograms and their design......
I have been trying to find info on this and it is not terribly easy, yet good Pictogram design is a bit of a science.
Nigel Holmes who used to be the graphic designer for Times Magazine? has also done quite a bit of nice pictogram design and chart design. He has a few books you can buy. They are not very big however (3" x 4" for Drawing to Explain)

Has anyone come across anything else written about pictogram (cartographic symbol) design (Edward Tufte excepted... I already know about him!)
