Can anyone recommend a good set of plug-ins that expand on the drawing/shape tools in Illustrator? Specifically, I'm looking for expanded "snap-to" options like "snap to tangent" "snap to midpoint" etc. (like in ArcMap's editor toolbar). I find myself drawing a lot of unnecessary geometry, arcs, circles, diameters, etc. to find simple points precisely. It takes me back to my high school hand drafting days, which I would rather leave in the past!
CAD-like tools in Illustrator?

Try Hot Door CADTools. It's been a long time since I last used it, but even back then it was a pretty nifty product. Will cost you $279 and offers quite a lot of CAD functionality.

I think you could do a lot using built in functionality in Illy too - set up a grid and snap to that, use smart guides, and you can also restrict straight angles to certain intervals, for when you hold down the shift key and rotate and draw lines.
