From your question, not totally clear on what you want as an answer. Anyways, I think it can be approached in a few ways. Literally, a seamless parcel basemap is assembled from a group of parcel tiles. The tiles can be put together in a program like CAD. It's very important to have very accurate georeferenced data as this will be what creates a "seamless" basemap. Also helps to think of it in terms of sharing data or having no barriers to data. for example, different government agencies sharing the same data, seamlessly. This promotes sharing of data and resources that can be effectively used as one unit, instead of separate units. this part is more of an ideal.
