Polygon auto topology drawing application?

Hello!

I wonder, is there an GIS application that enable us to sketch a polygon boundary and do auto topology? I know that ArcGIS is capable of this, but I would like to draw continuoslly using Wacom Cintiq. Here is an example what I have in mind.

I'm not sure what wacom cintiq is, but Manifold does tracing:
