Just heard about this story on NPR last night. I have a feeling that the LAPD and friends (homeland security?) did not tread as carefully as they could have, and maybe the wording and community involvement got a bit sensitive.
I also think that "mapping" in this sense refers to two things: identifying the potential radicals, and looking at the spatial distribution. I doubt the latter is that relevant for this case, it is probably more to create an inventory.
