I'm finding that attempting to access the site from the base URL --http://www.cartotalk.com/-- yields a Directory Listing Denied. I had to enter the site through a link in my e-mail.

Everything is getting fixed. The site has been restored, and the hosting company is fixing the server security and permissions. Until they do you just need to use http://www.cartotalk.com/index.php to access the site.
