Is anyone aware of a free (or relatively cheap) shapefile editor? What I'm looking for is a program that offers only the following editing options for shapefiles:
- Change attribute data
- Cut polygon features
- Calculate geometry

That is all the program needs to do. One of our clients would like to be able to change the land use of various parcels in their municipality to see different land use scenarios. I have already set up a polygon file with the current land use and they want to take it and change the land use of different parcels but they don't have ArcView and can't afford it (they are a small community). Any thoughts? Thanks in advance!

Manifold System can do these things. It's $245 which may push their definition of cheap, but frankly I haven't been happy with the freeware tools that are out there.
