Just had this cross my desk today. USGS is announcing that they have a new tool that lets you define an AOI, specify the NED dataset to use, name the output shapefile, contour interval, and units, and then have it create a custom contour dataset you can instantly download. It didn't appear my test from Kauai worked, but other areas on the mainland worked great. From the Email:

The URL for the Contour-Out service is:

To use the service, go to the URL to get the input screen, populate the fields, and hit the "invoke" button. The service will generate the specified output, and designate a "clickable" location for you to go get the output file. Be careful, and caution your partners not to get carried away with the specified contour intervals -- remember that contours that met NMAS at 10-feet, will NOT meet any kind of accuracy standard at 4 feet.


I'd suggest:
-in the "Elevation_Source" field you always input the value "BEST_AVAILABLE".
-specify a name that makes sense to you in the "Optional_Shapefile_Name" field
-other "Option" fields can be used but are not "required" for data output.
-Otherwise, you'll want to input data in the form:

it can be pasted in web browser and downloaded.
The coordinates are for Gillett Grove, IA, contours are attributed with ID, CCONTOUR, UNITS, INTERVAL, INDEX_FLAG (indicates whether this is an index contour
For this quadrangle the 5 meter interval generated 178 contour lines.

It seems to make its own index interval and chokes if you specify one

and

it can only take an AOI up to 110% of a quad sheet, so says an error message.
