I am gathering information for a map of the Nuevo Leon region of Mexico and possibly a map of Monterrey. Does anyone have any suggestions for finding good base map materials?

Have you tried getting DCW/VMAP data, or is that too coarse for you?

Hmm, I am not sure what you mean by "base map materials". If also relief, here you'll find free Mexico dems:
