SHP to AI to SWF

It requires a basemap image as a JPEG, which I've exported from ArcView at 89dpi to get an image of 700x509 pixels. (Texas, filled gray, no border)
I am then trying to load county/state boundaries as an SWF file in order to preserve that layer as a vector. In order to get the layer to SWF, I have to export from ArcGIS to AI. When I load it in AI, it is actually a different size "on screen", regardless of what resolution I choose to export at. Note that I am viewing in AI at 100%.

So, as you can see, it does not overlay exactly over the JPEG image. It doesn't seem to be a "display" problem with WorldKit, since I've set the extent and pixel size of the SWF layer to exactly the same as the JPEG basemap layer.

Has anyone encountered this problem before? Do I need to give more explanation?

Looking at your screenshots it looks like you are exporting your maps from data view. I would export from layout view and set the document size to the exact size you want the map. I think this might fix your problem.
