Is anyone aware of a script or extension for ArcExplorer that allows a user to perform minor editing functions (i.e. changing line color, adding annotation and text, etc.) without having to buy the full ArcView software package and license? We have a client that is using our shapefiles in ArcExplorer and wants to simply be able to highlight parcels for meetings, add road names, etc. Thanks in advance.

If you need an inexpensive "real" GIS, I would suggest Manifold for $250. If you want freeware that you can do limited editing and geoprocessing in, I would suggest looking at Planet GIS and MapWindow.
