How to remove polygons with points

Using ArcGIS 9.1

I have a bunch of census tracts in a layer, a selection from the overall census tracts file. I also have a layer of points. I need to select only the census tracts that do not contain a point from the other layer.

I've tried clipping, intersecting, and unions. I can't find anything appropriate in Data Management tools. It seems that points and polygons don't play nice together.

Help.

Select by location... and I've been searching in vain through the ArcToolbox for the past day!
