Time Zone Mapping: Experts or Sources

I received a request for a referral to a cartographic expert in delineating world time zones.

have a vague memory of talking to someone at the NACIS Conference about
this. It was either someone who was an expert or someone who knew of an
expert. Or maybe it was just someone who knew of a great place to get
Time Zone delineation information.

When mapping time zones I
usually refer to a few standard resources (NGS and Times World Atlases
for instance). Also, a quick Google search turned up lots of
interesting tidbits (take a look, for example, at the complexity of
Indiana counties going back and forth from Eastern to Central time).

anyone help me? With an expert's name or the best source for summarize
research on the national/state/local laws that govern time zones?
